Principle OTM-R The principle of Open, Transparent, and Merit-based Recruitment (OTM-R) refers to an open, transparent, and criteria-based recruitment approach aimed at ensuring equal opportunities for all candidates and enhancing the quality of selection processes within organizations. This approach is particularly valued in academic and research institutions, as it strives for an objective assessment of candidates’ qualifications based on measurable requirements. The implementation of this principle OTM-R helps attract the best talent from around the world, contributing to increased innovation and research efficiency within the organization. In addition, it promotes greater diversity and inclusion in the workplace.
Based on the guidelines of the Steering Working Group on Human Resources Management in the European Research Area,
Cracow University of Technology has implemented a series of measures aimed at putting these guidelines into practice.
The recruitment process at Cracow University of Technology has been designed to ensure that all candidates have equal access to information and the opportunity to apply.
The university makes every effort to ensure that each stage of the recruitment process is clearly described and easy to understand, enabling candidates to prepare for and participate in the process in an informed and effective manner.
One of Cracow University of Technology’s primary objectives in the human resources area is to ensure transparent recruitment processes based on the principles of equal opportunity, where decisions are made solely on measurable criteria, regardless of origin, gender, or any other discriminatory factors.
To meet the highest standards, the Rector of Cracow University of Technology issued Ordinance No. 19 of 5 February 2025 regarding the implementation of the Open, Transparent, and Merit-based Recruitment (OTM-R) Policy, updated by Ordinance No. 83 of 31 July 2025.
The work on implementing the Charter and Code is carried out by two teams: the Working Group, responsible for the implementation process, and the Steering Committee, responsible for supporting and monitoring the implementation of the Charter and Code.
To ensure the participation of academic staff representatives in the implementation, monitoring, and updating of the OTM-R Policy, the HR Strategy Monitoring Team at Cracow University of Technology was established by the Vice-Rector for Research.
